Syndicate is quite and peaceful. You can npc no problem. Remember that the npc's are hard and you will need faction mods. Also Warp Core Stabs will gimp your npc setup so aren't recommended.

Can you post with your main and let us know if you do missions in <0.5 The small shield booster is a bit of a waste of a midslot tbh. A second amp would give more of a bonus I think. You can fit better but you're at the point of diminishing...

It all depends on the situation, each generally has its strengths (except for a typhoon) but generally BS use in PvP comes down to 3 types of fighting 1v1's at <20k Gangs at 20-40k Fleet at 80-200k For each one of those I'd generally go for 1...
